About

Experience from inside the city water department

Daniel Fernandez is an infrastructure inspector with over 35 years of experience in underground wet utility systems and materials, built on a career in municipal public works overseeing the construction, inspection, and acceptance of domestic water, recycled water, and wastewater infrastructure. He founded Identity Consulting LLC to bring that insider knowledge directly to private organizations, contractors, and engineering firms.

Having sat on the municipal side of the table, he knows exactly what cities look for in plans, specifications, inspections, and testing — and how to help your project pass review and acceptance without costly rework, delays, or disputes. His background spans wastewater collection, water distribution, recycled water systems, traffic control, confined space safety, and trenching & shoring, including technical consulting on pipeline materials and NCPI installation and inspection standards.

Whether you need a second set of expert eyes on a specification, an independent QA/QC presence in the field, or training for your crew on municipal standards, Identity Consulting delivers practical guidance grounded in real-world public works operations — on site anywhere in Southern California, or by video consultation.

Why Identity Consulting

The municipal perspective, on your team

Most consultants have only ever worked one side of the project. We've spent a career on the owner's side — and that changes everything.

Insider knowledge

We know how cities review plans, what inspectors look for, and where projects typically get held up — because we did that job for decades.

Fewer surprises, less rework

Catching a spec conflict or a failed test procedure early is dramatically cheaper than fixing it after the trench is closed.

Straight answers

No bloated reports or billable-hour padding. Practical, defensible recommendations you can hand to a city engineer with confidence.
